Main Publications


EURALIUS IV in collaboration with School of Magistrates issued various publications: “Justice Reform Collection of Laws” in English and Albanian, “Criminal Justice Collection of Laws”, in English and Albanian, “Civil Procedure Code” in Albanian, and “Law on the Declaration and Audit of Assets, Financial Obligations of Elected Persons and Certain Public Officials” in Albanian.

The ‘Justice Reform Collection of Laws’ contains a compilation of eight fundamental laws of the justice reform:

  1. Constitution of the Republic of Albania
  2. Law on the Transitional Re-evaluation of Judges and Prosecutors in the Republic of Albania
  3. Law on the Organisation and Functioning of the Constitutional Court of the Republic of Albania
  4. Law on the Status of Judges and Prosecutors in the Republic of Albania
  5. Law on the Organisation of the Judicial Power in the Republic of Albania
  6. Law on Governance Institutions of the Justice System
  7. Law on the Organisation and Functioning of the Prosecution Office in the Republic of Albania
  8. Law on the Organisation and Functioning of Institutions for Combating Corruption and Organised Crime

The ‘Criminal Justice Collection of Laws’ contains a compilation of six fundamental laws of the justice reform:

  1. Criminal Procedure Code of the Republic of Albania
  2. Criminal Code of the Republic of Albania
  3. Code of Criminal Justice for Children
  4. Law on Preventing and Striking at Organised crime, Trafficking, Corruption and Other Crimes through Preventive Measures Against Assets
  5. Law on the Protection of Witnesses and Justice Collaborators
  6. Law on Interception of Electronic Communications


The ‘Manual on Disciplinary Investigation of Judges and Prosecutors’

The ‘Manual on Disciplinary Investigation of Judges and Prosecutors’ is a guiding document elaborated by EURALIUS IV in collaboration with the Inspectorate of the High Council of Justice.
The Manual aims at supporting the competent bodies and institutions in the interpretation and implementation of the new legal framework of the disciplinary system for judges and prosecutors in Albania.
The structure of the Manual and the manner of its elaboration aims at facilitating the Inspectorate of the HCJ and the General Prosecution Office during the transitionary period and establishing a uniform standard applicable for all judges and prosecutors under disciplinary investigation. Further on, the Manual shall be considered as a guiding document for the newly established justice governance institutions – the High Justice Inspector, the High Judicial Council and High Prosecutorial Council.
The newly adopted legislation related to the disciplinary investigation is analysed and commented. The standard forms needed for the entire process of the disciplinary investigation are drafted, discussed and developed taking into consideration all the relevant factors during the preparation of the Manual. Thirty-eight (38) standard forms and ten (10) comments on the legal provisions of the applicable legislation are expected to ease particularly the implementation of Part V “Disciplinary, Criminal and Civil Liability”, Chapter I “General Provisions” and Chapter II” Investigation proceedings” of the Law no 96/2016 “On the Status of Judges and Prosecutors”.
The elaboration of the Manual started at the very beginning of 2017 and ended in June 2017 when the final version of the guiding document was submitted to the Inspectorate of the HCJ for further implementation.
The content of the Manual is subject to amendments and adaptions in accordance with the changing and evolving legislative framework in the country.
