Roadmap to High Court Functionality

This morning the High Judicial Council and the High Court, in a partly live and partly online event, presented a Roadmap to High Court Functionality to the EU and US ambassador and a number of other interested embassies.
The Roadmap identifies a substantial number of concrete measures and deadlines that both institutions intend to undertake in the course of 2020 in order to make the High Court functional again. The functionality of the High Court is one of the criteria established by the European Council in March 2020 for opening accession negotiations for Albania to the EU in 2021. 
The Roadmap touches upon such issues as: promotion of judges to the High Court, secondment of magistrates as legal advisers to the High Court, the adoption of internal rules for the functioning of the High Court, the need for a number of legislative amendments in the procedural rules applicable to the High Court and the creation of a new organisational structure for the High Court, including a new Documentation Centre.
