Implementing Partners

The project implementation was awarded to a Consortium leaded by the German Deutsche Stiftung für Internationale Zusammenarbeit e.V. (IRZ), in cooperation with the Dutch Center for International Legal Cooperation (CILC) and the Austrian Agency for Economic Cooperation and Development (aed), which are all mandated bodies of respective Ministries of Justice


The German Foundation for International Legal Cooperation (IRZ) was established as a registered association in May 1992 on the initiative of the German Federal Ministry of Justice. The establishment was preceded by various inquiries of the transition countries of Central, Eastern and partly South Eastern Europe asking the Federal Ministry of Justice for assistance in the upcoming reforms.

For 20 years the IRZ has (as a non-profit organization) assisted states in developing rule-of-law structures and implementing functioning market economy structures. In doing so, it constantly develops its strategies and concepts further and adapts them to other states and regions. The IRZ works both by order of and with funding from the Federal Ministry of Justice and Consumer Protection and through project-related funds by the Federal Foreign Office, amongst others. Additionally, the IRZ Foundation implements EU projects which are initiated and funded by the European Commission within the framework of its neighboring and accession policy.

The Center for International Legal Cooperation (CILC) promotes the rule of law by initiating and implementing international legal cooperation projects. CILC brings together legal experts from different countries to work out solutions for a variety of challenges within developing legal systems. CILC is based in The Hague and its current project portfolio spans dozens of countries in development and in transition in Africa, Asia, Central and Eastern Europe and the Middle East. CILC was founded in 1985 at the initiative of the Dutch Government to implement a multi-annual program for judicial cooperation with Indonesia. Following the breakdown of the communist regimes, given the immediate need for expertise in building up rule of law, CILC started to also support the legal reforms in the former Soviet Union and Eastern Europe. Since then, CILC has developed into a project organisation operating worldwide in international legal cooperation and rule of law capacity building. More information on 


aed is mandated by the Austrian Ministry of Justice to provide Austrian and European best practices to EURALIUS IV. aed is an inter-ministerial platform for the implementation of international capacity building projects and members of the association have already  contributed to several EU-funded projects in Albania. 

aed´s mission is:

• Assistance to states, institutions and individuals in establishing efficient administrations and structures

• Export of Austrian Best Practice by taking advantage of international donor programs

• Promoting economic cooperation and development

• Promoting international relations – particularly with a focus on economic and cultural issues Promoting education, science and research

• Strengthening the Austrian position in key and future markets
