EURALIUS in collaboration with the Directorate General of Codification and Harmonisation of Legislation is delivering a series of specialisation trainings for the staff of the Directorate, which focus on the following topics:
- Constitutionality Checking – Constitutional Court Case Law
- Legislative Technique
- Interpretation of national law, with focus on fiscal law
- Interpretation of EU law
- Sublegal and other Administrative Acts
- Constitutionality Checking – Fundamental Rights
- Compliance of National Law with International Agreements
On 17 May 2021, there was the first training, dealing on Constitutionality Checking with a focus on Constitutional Court Case Law and the main constitutional principles, practical advice for the control of constitutionality, as well as practical exercises and discussions with the participants.
On 20 and 21 May 2021, there were the trainings on Legislative techniques for drafting, amending, and consolidation of legislation, which dealt with the foundational concepts on Legislative Technique, the codification of legislation and the techniques for legal amendment, Omnibus acts and their use, as well as elements of the organization of the legal norm, followed by group work where the participants analysed an act of opposition and identified what are the elements and rationale of the legislative technique.
On 27 and 28 May 2021 were the trainings on Sublegal Acts and Administrative Acts, which introduced the participants to international standards and best practices, as well as caselaw of Administrative Courts regarding sublegal acts in the sense of Article 118 of the Constitution as opposed to internal administrative acts. The presentations were followed by practical engagement with case law and group work on practical examples.
